The Sheriff's facility page says the building opened in 1992 with capacity for 412 people. Booking generally moves through identity and property intake, screening, photograph and fingerprints, charge entry, and appearance before a magistrate for process and release conditions.
Release conditions can include a written promise or recognizance, an unsecured bond, a secured cash-or-surety bond, or denial where law permits. Those terms describe release status at that moment. A later magistrate or judge can change them, and satisfaction of a bond can remove a person from the current catalog before the court case is resolved.

A written request should list the report or booking number if known, approximate date and location, creating agency, record type, and desired format. G.S. 132-1.4 allows access to specified public arrest facts while investigative narratives may be withheld. Returned process can be public unless sealed. Victim, juvenile, medical, security, and personal identifier data may be redacted. For CAD audio, request promptly because 911 recordings need not be retained beyond thirty days absent a preservation order.
Agency ownership is especially important in a large county with many police jurisdictions. A Pembroke event may belong to town police or UNC Pembroke Police. A Highway Patrol arrest may lead to county confinement, yet the patrol keeps its crash or enforcement report.
